My family and I are new to MSSA. is the meeting on the 11th the formal dinner meeting where we buy tickets? DO we buy ahead of time and from who? Who do we pay for the Shakedown cruise/Brunch? We do not have a boat. Do we need a boat to participate?

March 11 is the normal monthly meeting. The formal dinner meeting took place on February 28.
The shakedown cruise is a boat based event. Members met up and launch their boats at Sandy Point State Park then boat as a group to a local waterfront restaurant for lunch. Last year they went to Rock Hall for lunch.
The meeting on the 11th is a regular monthly meeting, not the dinner dance. You do not need to pre-purchase tickets. Dinner is served beginning at 6 p.m. and you pay the Moose club. It is usually $9-$10, but there is no admission fee just for the meeting. To the best of my knowledge there has not been much support for the shakedown cruise, but there may be more information at the meeting.
